They're separate LLCs, but yeah.
And "chummy" is a matter of perspective. When the city was desperate to get a nice restaurant as the concessionaire in Millennium Park, they were perfectly fine with a fixed lease payment. Once Millennium Park proved to be a big hit,
now the city suddenly decided it wanted a percentage of sales.
The city lost the case.
