I don't know the skyline well, but it looks like a good angle. I think the second one has better composition, it's more balanced with the skyline floating nicely above the freeway, more foreground gives depth, and the skyline is isolated but is centrally the focus of the photo. The first one has a better proportion for a landscape, however in comparison it looks cut off, but it also gives a wider angle in which the skyline is nicely balanced, so it depends on what shape you want for the photo, as if it were to be framed. Both good, but to improve this kind of photo you need good contrast, highlights, & more dramatic skies. Golden or blue hour photos are my favorites.
