Yes it is a park. Its perfect for photographers, nature lovers or hikers. The simplest way to get there is from Snowy Owl Dr. There's a little cul-de-sac across from the mailboxes near Condor and well unfortunately the path is not marked but if you find someone who lives nearby they'll show you the way in (I've personally helped people through the park many times).
It's a gorgeous park and well I didn't mention this before but the picture from Admiral's Cove (in the first post) is actually part of the same park. Unfortunately the picture I really wanted didn't turn out but using the zoom on my camera I could count individual floors at Purdys Wharf.

I didn't know what the drawings were so I looked them up. The site is called the Bedford Barrens and unfortunately its on Bedford's other cliff area in Basinview somewheres. There might be other sites around maybe at Eagle's Rock but I personally haven't heard of any and I haven't noticed any in and around the cliff. I don't doubt your sources though. It wouldn't surprise me seeing how the nearby Sackville River was a native summer camp.
