Yes, I spoke with the Bike shop owner, they are at the Library now. I own a condo next to the site and want to move in, but would rather wait till they get out of the ground first.

A fence has appeared now. Mind you, it might just be to keep the homeless from camping out in the doorways. Hopefully it's a sign of imminent demolition.
Great, that part of the street is very prominent, the City needs to put some haste into this job.
And how would the City do that? They can delay things, obviously, but they can't make anything happen faster. That's up to the developer and the contractors.
It's always tough to tell what the holdup is during this phase of a project, it could be cost, design, City, leasing/sales, financing. So many variables right before a project launch.
