The problem is that the view cones get pretty restrictive at Broadway, to about 10 stories or less. There's more than enough people around who want to keep the view cones around, so Downtown is basically artificially hemmed in to keep the mountains visible from arbitrary points.

Uhh, Downtown as a Bedroom community? Have you seen the strata prices?
Plus, AAA office space generally needs a ton of office space close together to be considered 'central'.
