This is a pretty major Vancouver downtown project!
Proposed for the corner of Georgia & Beatty (corner of BC Place), which is currently where the viaduct starts (and probably kind of a gateway to the future slope down towards Pacific).
I really really hope those lighting effects come to fruition. Both on the pavilion and the treatment along Expo Blvd. (both have a big city feel).
But I am not holding my breath, someone will complain (not realizing they live next to a stadium and an official “entertainment” zone). I haven’t seen the West Pender vertical strip lighting effect on in a loooong time, those new larger screens proposed a year ago (two years ago?) for Best Buy at Granville and Robson never seemed to have materialized, the original Telus proposal had two more screens facing Robson (never happened), then there was the ticker along that small office expansion next to Stadium Station, etc...
Where are they moving the steam plant? Daily Hive says Pavco's site, but Pavco already proposed a tower there...
They're not moving the steam plant, Daily Hive's info is incorrect.
They are upgrading the existing steam plant and incorporating it into the new building. In addition, they are building a new, smaller steam plant adjacent to BC Place under the concourse (on Expo Blvd)

I think they're replacing the steam plant equipment - starting by building a new plant underneath the stadium on the Expo Boulevard, and then replacing the existing equipment with new plant on the lower floors of the office building. They need to keep making steam while the building redevelops, so they need to have a replacement while they do that. Presumably they'll have two plants next to each other that will allow greater flexibility and efficiency of operation, and potentially to expand the network in future.

This isn't Concord- and this project has ground-level retail space.

He meant Spectrum - on the other side of Georgia facing this project.
Retail on one side of Georgia, townhouses on the other.
Past decision to allow townhouses was a stupid one...
