Hmm... seems like a trend here.

Now not only are they fighting high rises they are also fighting mid rises
Peace Tower viewplanes are worth preserving.

The rest of Ottawa's anti-height hysteria should be fired into the sun. People need to worry about how buildings look and FUNCTION at street level, not ERMAGERD nine storeys up.

Sadly, half the time when the community associations and other self-important guardians of the children do turn their minds towards street level, they demand things like setbacks and re-orientations that diminish the quality of the project and the attractiveness and functionality of the street.

Southminster church redevelopment approved

Council gave the green-light to the redevelopment of an Old Ottawa South church after the applicant, Windmill Development Group, revised its proposed development so that a six-storey condominium building to be built adjacent to the church, overlooking the Rideau Canal, would top out 0.1 metres below the parapet of the existing church.

The issue of height had stalled the application, which the planning committee considered last month. The National Capital Commission and Parks Canada were convinced the building would affect the visual setting of the canal, with the six-storey building previously envisioned to be slightly taller than the church.

Residents weren’t pleased with the height either. Nearly 400 people submitted comments on the application, with opponents decrying the proposed height of the new building, the density and the impact on the views around the canal.

Southminster United Church officials approached Windmill about a potential partnership as it faced a financial reality. They came up with a development scheme that would provide the church with critical revenue.

Andrew Brewin, chair of the church’s redevelopment committee, said the future of the church could hinge on the partnership with Windmill. The church needs money for its main building, which also acts as a community hub.

Planning department staff supported the revisions to the proposed development, but Capital Coun. David Chernushenko concluded he may face criticism from both sides over the outcome of the “imperfect” redevelopment.

Passed Motion To: WHEREAS Report ACS2017-PIE-PS-0134 recommends a zoning by-law amendment to accommodate development next to the existing church at 1040 Bank Street; and, WHEREAS at its meeting of 28 November 2017 Planning Committee directed staff to work with the applicant to determine if the height of the proposed development could be reduced to address concerns raised by the community; and, WHEREAS the applicant has revised its proposed development so that it is 0.1 metres below the parapet of the existing church, and introduced a step-back of one metre above the fifth storey for that part of the building facing the Rideau Canal; and, WHEREAS staff support the revisions to the proposed development; and, WHEREAS the proposed development is located on a unique site next to the Rideau Canal, a UNESCO World Heritage Site; and, WHEREAS the proposed development is situated so as to ensure the Church’s prominence as viewed from Bank Street and the entrance to the community; and, WHEREAS as with every development application this will not set a precedent for development along Bank Street in Old Ottawa South; and, WHEREAS the proposed development’s step-back design above the third storey on Galt Street minimizes massing and maintains the 45 degree visual plane. THEREFORE BE IT RESOLVED that Document 2 – Details of Recommended Zoning of Report ACS2017-PIE-PS-0134 be amended as follows: 1. by replacing the text, “-Only residential uses are permitted in Areas B, C, D, E, and F as shown on Schedule 376.” with the text, “-Only residential uses are permitted in Areas B, C, D, E, F and G as shown on Schedule 376.”; and, 2. by replacing the text, “Townhouse dwellings are only permitted in Area B of Schedule 376” with the text, “Townhouse dwellings are only permitted in Area G of Schedule 376”; BE IT FURTHER RESOLVED that Document 3 - Schedule of Report ACS2017-PIE-PS-0134 be replaced with the new schedule attached to this motion; and, BE IT FURTHER RESOLVED that there be no further notice pursuant to section 34(17) of the Planning Act.

Good for Windmill for figuring out a way to do this to avoid long court battles with NIMBYs. Although, it's not over yet.

I wonder how many tens of thousands of dollars these endless proceedings add to the cost of each condo unit in the project? One way to ensure you get the "right sort" living nearby, I guess ...
