Future transportation funding and taxes

Saw an interesting video today and it was talking about transportation funding and particularly about cycling.

One of the push backs against bike lanes is that these cyclist don't actually pay for any of the construction costs or upkeep and they have a good point. The biking community will often retort that they do indeed pay for these things thru their property and income taxes as special levies do not, contrary to what auto lovers believe, cover the costs and the funding gap is made up by general taxation and they are quite correct.

Still, this infrastructure is expensive and benefits no one but the cyclists themselves so should they too have to pay special levies to help pay for the services they use? How can they complain about not having new bike infrastructure or proper maintenance such as snow removal when they refuse to pony up to help pay for it? Cars and trucks have to help pay extra for their infrastructure beyond regular taxation just as transit riders have to as well so what makes cyclists so damn special? Obviously tolls on lanes are absurd but anyone over 18 having to buy a yearly license for, as an example, $50 seems reasonable. You have to have your dog licensed so why not bikes?

Electric cars are another issue. They pay no fuel taxes but cause FAR more damage to the roads than regular cars due to their much higher weight. In fact, they get a $5000 rebate for their extra road damage. Gov't rely on fuel taxes for many things and as we go gas free how are they going to make up the difference?

We are creating a 21st century transportation system but relying on a 20th century taxation system to help pay for them. Thoughts?
