It certainly can. I've been in a few buildings here where excavation on the adjoining property caused one side to sink. If there's excavation below the level of a nearby building's footings it must either be done behind shoring or beyond where the soil is under pressure (and it's not just downward, foundations exert horizontal pressure as well).

The House of Soviets in Kaliningrad is not an example for a building failure, as it is still standing.
