It's not included within the PD boundary per se. However, the parking lot and the (vacated) stub of Loomis St are included, and their FAR was used up to enlarge the 1400 W Randolph tower.
That means the original plan of La Luce's owner - to tear down La Luce and erect a larger building spanning between Midwest Performance Cars and Ogden Ave - is closed off. This is a defacto preservation for the original La Luce building.
There still exists the possibility that someone could buy Midwest Performance Cars and combine that with La Luce for a larger development, but for the moment La Luce is not a "prime developable site", it's a narrow 25' wide lot. Theoretically someone could come in and build a narrow 8 unit building, but that's unlikely due to the L tracks.
EDIT: pulled the property tax records, apparently Marquette purchased the whole package and is now the owner of La Luce itself. That's a little more concerning, if they owned it but did NOT wrap it into their PD. It suggests they may have a future development in mind. Either way La Luce is orange-rated so there should be a demolition delay.
