I'm hoping that Chicago lets restaurants near parks put some tables out on park property.

As a self employed painter and decorator the government has given me a grant of 80% of my income for the last 3 months.
In August I'll be entitled to another 3 months at 70% along with the furlough scheme that's the only reason the UK unemployment numbers aren't as bad as the states .
Never in my lifetime could I have imagine that the conservative government would pay my wages for half a year.
We live in crazy times.

To be fair, you would probably be making a higher share of your wages in the U.S. system. But you would be officially unemployed. And you would have to be furloughed to maintain all benefits (medical and the like).

Most U.S. unemployed are currently earning more than they were while employed. But this benefit likely ends August 1.

Do they allowed self-employed to file unemployment claims now?

That'a interesting the maximum payment for the 3 month period is £7,500 or about 9,500 US

About 460,000 were hired or rehired in construction, 370,000 in retail, and 390,000 in health care and social assistance. That latter boost came heavily from dentist’s offices, which took back some 245,000 workers.
The data tells the story of an employment rebound as the state and local economies began to reopen and Paycheck Protection Program checks went out, spurring rehiring and bringing workers back onto payrolls."
