The mayor rarely gets involved in the process, though technically a mayor could veto a decision by the council, who would then have to vote to override the veti. But City Planning will approve this, then its on to the City Council, which is pretty much guaranteed yo approve this.

Handy guide to ULURP...
https://www1.nyc.gov/site/planning/a...p-process.page

And the council specifically

Quote:
The City Council does not automatically review all ULURP actions that are approved by CPC. The Charter requires the Council to review certain actions, some only under special circumstances, and makes provision for the Council to elect to review other actions.

The City Council automatically reviews (Mandatory Review):

zoning map changes;

zoning text changes (not subject to ULURP but subject to Charter section 200 and 201);

housing and urban renewal plans;

disposition of residential buildings, except to non-profit companies for low-income housing

Yeah, it's a headache of a process, and time consuming, which is why most developers try to avoid it.

Back to that massing graphic, it's more clear now that it doesn't give us an accurate depiction of the tower. We know that the lower level floors won't be "square" shaped,
but stepped back on the north and south sides...

A better look at the revised plan with other details from the EAS...

Looking at that graphic of the footprint closely, you can see where things like fountains, plantings, and shrubbery will appear around the entire perimeter of the tower.

To further make sense of it, I've outlined the actual ground level footprint (red) and the first level of offices that we see in the rendering (yellow).

And testimony from the last two hearings combined here...

I hope so because the massing is kinda ugly

I hope it ends up taller than 1,450+ too but won't complain either way obviously because we're spoiled

JPMorgan Agrees to Fund Transit Upgrades Near Its New Manhattan Headquarters

By Lily Katz
March 26, 2019

Quote:
JPMorgan Chase & Co. agreed to contribute to transit improvements near its expanding midtown Manhattan headquarters after city officials called on the company to shoulder more of the costs of its growth.

The bank said it would fund enhancements at Grand Central Terminal, including upgrades to the train shed, which is below the JPMorgan site and in need of rehabilitation. The contribution would also help pay for a new entrance to Grand Central at 48th Street, said Janno Lieber, the Metropolitan Transportation Authority’s chief development officer.

“If any of their work, which is being carefully coordinated with ours, has any impact to our budget and schedule,” the bank will cover the additional cost, Lieber said at an MTA meeting on Monday. “They’re taking responsibility for a significant multimillion-dollar number for work impact to the Metro-North train shed, which needs repair.”
Quote:
Cities increasingly are turning to corporations to help fund public-service and infrastructure upgrades that are needed to accommodate growth. As the bank has planned its expansion at 270 Park Ave., New York has asked it to make transportation improvements in the area. JPMorgan will demolish its existing 52-floor tower and build a new one with about 70 floors where about 12,000 employees are expected to work, twice as many as before.

“For the past year, I have been in discussion with JPMorgan as they have worked on plans at 270 Park Ave.,” City Council Member Keith Powers said in a statement. “I have asked them to consider transit upgrades and other public benefits.”
Quote:
The project falls under New York City’s 2017 rezoning of the Midtown East area, which paved the way for taller buildings in exchange for improvements to public areas. JPMorgan had to contribute more than $40 million to a fund for public-space upgrades, but it wasn’t required to make transit improvements mandated for some other developers because its site is outside of the zone where such a contribution is required. Still, Powers and others, including Manhattan Borough President Gale Brewer, asked the bank to invest in transportation near its office.
Quote:
“Throughout this process, JPMorgan has made it a priority to engage and collaborate to find ways to deliver on our desire to create a world-class building that meets the needs of our company, the neighborhood and the city,” said Andrew Gray, a JPMorgan spokesman.

Is this the most exciting reveal in recent NYC development? It seems like there is so much hype over the reveal, I hope it doesn't end up short of fantasy.

Chase took everyone by surprise by announcing their plans and all eyes have been on them since. I think they've managed to overshadow 1 Vanderbilt, a remarkable feat considering it's the flagship tower of the rezoning and it's currently under construction. Nobody expected 270 Park to bite the dust with the rezoning, but here we are. It's probably the most hyped reveal since the 05/06 WTC masterplan.

It's exciting because it's been a slow tease. We were expecting something around 1,200 ft, but bracing for less. Then we get the 1,400 ft version with 1,500 ft potential. A new giant will tower above the city, joining what is turning out to be an army of giants. Im hoping the design reveal is something to be further excited about.

I think they're going off old info here, but just because...

JP Morgan To Fund Improvements At Grand Central
The funding deal was negotiated as part of JP Morgan's massive redevelopment of its Midtown headquarters.

By Brendan Krisel
Mar 27, 2019

Quote:
The exact amount of JP Morgan's investment in repairs is not yet determined, because it will depend on how contruction work on the new 270 Park Avenue affects the MTA's ability to conduct work at the Midtown transit hub, transit officials said. In addition to funding repairs for Grand Central's Metro-North train shed, JP Morgan agreed to build a new East 48th Street entrance and compensate the MTA if work on 270 Park Avenue disrupt's the transit agency's own work at the station, MTA officials said during a Monday meeting.
Quote:
JP Morgan Chase announced its plans to build a new 2.5 million-square-foot headquarters in February 2018, and construction work is expected to begin in 2019. The new tower could rise more than 1,500 feet, which would make it taller than the Empire State Building.

There is good reason to be hopeful that with any sort of parapet, this will break 500 meters...

1,500 would be pretty solid, not gonna lie

500 meters is 1,640 feet, so I'm not going to brace for that but hey, if it happens it happens
