Admittedly, Highway 17 between Pembroke and Arnprior (aside from near Cobden) is built to a higher standard than 69 was for reasons.

There are minimal property accesses, good geometry, access points are spread out and limited in number. It figures as it was designed to be twinned at some point.

About the only flaw is limited passing lanes in my experience. So, the volume can be higher (and is more passenger vehicle oriented due to the economy of the area) than 69.

Passing lanes on Pembroke Bypass will be much appreciated. I think the problem is the proximity of the traffic lights. At this point, we may even assume that every single cross road that’s currently controlled by stop signs will need a stop light in the future.
(Even the access to C.F.B. via Pacquette Road was only controlled by stop signs as late as 2012.)

There is an election coming and there is a PC MP there. I can bet that by the next election, a tender has not been sent out for anything north of SSM.

Hence I wouldn’t quite buy it either.

Edit: Scratch what I just said about minor geometry improvements. I don’t know how long the consultation would take for even those, so it’s quite possible that nothing is tendered in the next 4 years.

I can see a 2 lane bypass being built, but not likely more than that.

There’s progress on the interchange between (4)17 and Calabogie Road (Renfrew County Road 508):

I can’t say it’s taking shape but at least there are wooden structures there.

Why such a short area?
Why not do it like they do on 69 and have it around 20km?

Ask the area First Nations. Oh by the way, MTO must run proposal for phases 2 & 3 by them as well.
The decade-long delay pretty much shows that they’re the boss~

One would think that if they are that challenging to deal with, you run it all by them and then do it all.
