The National Capital Commission (NCC), as the steward and planner of Canada’s Capital, is seeking innovative proposals for the largest and most significant urban development site in the Capital.

The redeveloped LeBreton Flats is poised to become a signature destination for visitors to Canada’s Capital and a point of civic pride for its residents. This opportunity calls upon your abilities to reimagine this exceptional site and the potential experiences it can offer. We envisage a bold, new anchor institution that will welcome the public, serve as an economic driver, feature innovative use of the land, and bring design excellence, animation and a unique public experience to the nation’s capital. We are calling on the world’s best to come forth and make it a reality.

Location
The location is home to the Canadian War Museum, a multi-residential development, festival grounds, multi-use pathways, the Mill Street Brew Pub, the forthcoming National Holocaust Monument and other important sites of interest. The site is immediately adjacent to the soon-to-be completed Ottawa Light Rail Transit system. The NCC is now making approximately 9.3 hectares of these lands available for redevelopment, with the possible addition of 12.3 hectares of optional land.

Apparently they saw it the same ways as the the rest of the TOD around the LRT in the city...

I dont know if I want to see height in this area. We've seen the colossal f'up that some height did with the Fusion, so why don't we go for narrow streets with dense, low-rise town house type buildings. Like a traditional old neighbourhood with main streets, grid patterns, small parks, squares, etc. Height isn't the be all and end all of development.

I don't know. Just because Claridge and the NCC dropped the ball on Fusion doesn't mean the other projects would be bad. I'm sure if Windmill had been awarded the contract for all of the Flats they'd have been able to do something nice that involved buildings of all sizes. But I think they should have divided the area up into smaller blocks with narrower streets, asked that all buildings have retail, and then started constructing larger sections in phases, instead of doing it one building at a time with nothing other than one function.

While the NCC is leaving it to the private sector to propose what that institution or attraction should be, Kristmanson did not rule out the possibility that it could be a new arena for the Ottawa Senators.

“I think it could include that, but we can imagine other possibilities, as well,” he said.

Foreign Minister John Baird, who has responsibility for the NCC, said a new museum of science and technology would be “an obvious potential candidate” for the site.

However, he prefaced that comment by noting: “Obviously, we don’t have any money today or tomorrow for a new museum of science and technology.”

The museum’s current building on St. Laurent Boulevard is crumbling. Last month, it was forced to close until early next year because of a serious mould problem.

Asked when the LeBreton Flats redevelopment could occur, Kristmanson noted that his appointment was for five years. “I’d like to see something done on my watch. The community has waited for decades for this development.”

Added Baird: “We only have one opportunity to get this right. If we wanted to slap up some soulless, ugly condominiums, we could do that very, very quickly.”

“These are nationally historic federal lands,” Baird said. “Let’s make sure we get it right. It’s not a race.”

The NCC wants proponents to submit concept plans by Dec. 5. It expects to narrow the field to a short list of up to five contenders by next February, each of whom will be expected to produce detailed development plans for the site. The winning proposal will be selected in the fall of 2015.

Perhaps there will be a casino-arena-entertainment complex bid from Melnyk? Not sure what the economics of that look like when you own a big swath of land and an arena in Kanata.

We need the SciTech museum and a new CTC to end up here. I think the casino ship has sailed, but perhaps Melnyk might try again with that. If not, perhaps he can consider some other revenue-generating tool, like an aquarium or other tourist draw.

I don't see any other option than an arena.

if the museum can go there as well, then so be it, but if the arena doesn't go here it will be a complete farce in my opinion.

I kept hoping for something to happen, but no, nothing. Rather like the NCC and LeBreton Flats, come to think of it.

Agreed. I think you want both, not one or the other.

Personally I'm not keen on either a casino or an aquarium (you've seen one, you've seen them all). I am still dreaming that we could get some kind of unique attraction that a hundred other cities don't already have. Perhaps a pipe dream.

Yes, I think they are talking about 22 hectares.

By comparison, the Bell Centre in Montreal covers 1.6 hectares.

PLEEEEASE let it be an arena with something like Maple Leaf Square (including the buildings) and the Science and Tech Museum. That part of town desperately needs attractions. I can imagine shots of downtown Ottawa with an arena in that location. We'd actually look like a modern city.
