The loop isn't a great predictor of uniform density or greatest density.
According to zipdata, of the top densities (by zip) in Houston, only two are inside the loop, 77006 and 77098.
The most consistenly dense area of town is to the west/southwest, outside the loop.
Inside the loop, the density
west of I-45 is about 7400 people per square mile. It ranges from 6000 (77007 and 77030) to 11,000 (77006). Qualified by that, I think it could be described as pretty consistent -- but it is still not the densest area.
The area inside the loop
east of I-45 at 5000 people per square mile, a pretty sharp decrease from the west side of town.
