I've seen many a small child splashing around in that fountain, with swollen diapers full of water. Which is safe to assume the kids are not quite potty trained. You must not be from the area. When I was growing up you definitely jumped in the fountains , it was almost a summer ritual, along with opening up the water plugs...I dont think there has ever been a case of anything happening to the kids that hopped into the fountains to wade for a few minutes.
BTW, if they have on a pamper it will soak up the water so that it will appear ballooned,it isn't necessarily because the child pottied and it doesn't have anywhere else to go...Take it from me,I have a 2 and a 3 year old.
