The City of Ottawa has received a Zoning By-law Amendment and Site Plan Control application to construct a 9-storey mixed use building with ground floor commercial spaces, residential dwellings in the upper storeys and two levels of underground parking.
The subject site is located at 797 Richmond Road and currently consists of asphalt surface parking and a single one-storey building which contains the owner’s existing medical facility office (dental clinic).
The proposed development is a mixed-use development consisting of a single mid-rise building. The proposed development includes 60 dwelling units and three non-residential units on the ground floor, one featuring a dental clinic.
The application seeks to increase building height from the current zoning (Traditional Mainstreet), which has a height limit of 6-storeys (20 metres), to the proposed height of 9-storeys (31.5 metres), as well as to permit 3 private approaches, which is limited in the zoning to 1 given the frontage.
Kind of a miss opportunity to build a 9 story building right next to the LRT and along the river in my opinion. i guess its better than what is there now
Especially since the tower next door is 16 floors. Never understood some of the City's rules which seem more like "guidelines" that are nice to follow or applied when the city sees fit.
City says 6 story max, but there's 16 stories next door, but they might allow 9 if you ask politely...
Dentech Holdings Inc. is proposing a mixed-use development at 797 Richmond Road, consisting of a single mid-rise building and two levels of underground parking. The proposed building will have three commercial units on the ground floor (338 m2 of GFA), with 60 residential dwelling units dispersed between floors two to nine. The largest of the three ground floor units is reserved for the owner’s dental clinic, which is the sole use on the site today. The land use of the other two non-residential units will be determined as part of future leasing, and will consist of permitted uses.
Access to the underground parking garage will be provided by a ramp at the rear of the property which will remain out of sight from the street and will be accessed by a driveway along the site’s easterly property line. The underground garage will serve to provide space for vehicle parking, waste storage, tenant storage, bicycle parking, and various mechanical and servicing elements. Of the provided parking stalls, 13 will be capable of charging electric vehicles and 16 will include additional storage space (vestibule rooms at the end of the spaces).
The rooftop of the building will contain the mechanical penthouse as well as communal amenity space offering views in all directions.
There is no need for that vehicular drop-off in front of the building, crossing the sidewalk twice.
I fully agree. This sort of thing shouldn't be permitted. We only need to look at what happened when it was done downtown on Slater. This sort of thing should not be permitted anywhere, frankly.
Lots of criticism about the lay-by, understandably. Their justification is extremely weak.
A guy from the Utilitarian Church just north was flipping out because this development effects their future plans (I'm allowed 16 floors, but you should not be allowed 9 floors, type deal). They were a thorn of the side of Charlsfort with Continental, to the City with Stage 2, and again with this one. NIMBYism at it's best.
Its ridiculous to me that this site has to go through zoning for a height allowance just to build 9 stories next to an LRT station. Though it looks like that may be somewhat fixed in the new OP in that this will be considered a "station area" and have a maximum height of.....6-9 stories.....though exception may be made for 12.....
Note: that plan area is way too narrow, and leaves the suburban SFH areas untouched.....Also not doing much favor to themselves with the limit on the lands that they own that could be used for say....subsidized housing.....

Well....it's gone from 'offensively ugly' to 'inoffensively ugly' in my opinion. That's a good upgrade because it will be the first thing you see when you get out of the O-train station.
An improvement for sure, but still not great. Seems like a cheaper version of The Continental. At least it will be one of the shorter buildings along the north side of Byron Linear Park.
