LOL....no... its simply kept on by friction with the hair.
That 'back of the head' look was finally banned in the 1960s as being very much out-of- uniform.
It became a popular style in WW II and in movies but the Navy Brass did not like it. They said it looked too 'Hollywood' and they put an end to it.

Guy was discovered by talent agent Henry Willson at a radio show taping in Hollywood. Guy was on leave from the Navy and in uniform.
Willson was famous in Hollywood for lurking in the background of public events... looking for pretty boys he could sign for movie
contracts. He often had more than just a casual professional interest in the fledgling actors.
