I'm assuming this will be steel frame, since a concrete frame of this size not anchored to bedrock could be Millennium v2.

Some of the rebar is above street level. The pier the red crane is on is also noticeably shorter.

Look at the photo--the rebar for the below ground walls and columns appears to reach street level so as soon as they pour them (this usually doesn't take too long after the rebar is in place) they will begin work on the floors. It looks like there will probably be one below ground floor and then the street level floor, following which they should go vertical again above ground. Best guess is that will happen in a couple of weeks.

Yes, since I work right next to it, I can confirm that there are some columns of rebar already sticking out above ground level. Here's the picture from today. They seem to be doing work on another subterranean level.
