Ottawa picked the wrong trains for their system is the issue.
They are running a low-flow tram on a line they want to operate as a light metro, the problem with low-floor is that they have less capacity and less doors compared to a high-floor train.
1) low-floor trains are more complicated which leads to more maintenance,
2) trains have to wait longer in the stations for boarding because of fewer doors.
3) Trains have to run faster to compensate for the longer boarding times which cause more wear and tear.
Choosing a high-floor vehicle could have avoided all the issues Ottawa is having.
As long as other systems choose the right trains for their service they wouldn't have the problems ottawa is having
