SimCity4 - Mayor mode - demolish entire city

Help! I've never demolished a city before. In one of my regions, my biggest city went into economic decline - still not sure exactly what triggered it. I think I accidentally cancelled water deals with neighbors or something, but expenses far outweight income, population dropped like a stone, and can't seem to trigger a revival.

I thought I would just start over and blow it up.

Will this alter the terrain of neighboring cities? Or does it just blow up the built environment?

IIRC, it just removes the buildings and roads. All terrain features, including those ugly cuts in steep hills caused by roads and flat parts in hills caused by large buildings, remain, and it only affects other cities if you do that terrain match-up thing in them (I haven't played the game in years so I forget the term ), but that tends to demolish a lot of things in the process so don't do that.
