I think it may have to do with expectations.
A lot of people in Dallas feel like they’ve seen this movie before. Just recently there was the Ross Perot supertall that was proposed and fades away without any updates. They were looking for a tenant but the office market right now almost certainly isn’t helping their cause.

Before that there was the Smart District, which had a very tall building possibly a supertall but nothing ever materialized.

Before that was Hillwood’s twin supertalls but the FAA killed that one because it was in an area with serious height restrictions. Hillwood is a credible developer but once the FAA axes your plans then you’re done.

Back a few decades ago there was a twin of the BOA tower planned but never came to be (BOA is Dallas’ tallest building).

Most Dallasites have seen really tall building plans concocted but never materialize. So there’s a bit of skepticism about whether anything tall will get built anytime a tall building is proposed, regardless of how credible the developer is. It’s sorta a “well let’s wait and see” attitude.
But this one is different. No height restrictions on this site. The tallest building is residential instead of office (office space has lots of vacancies throughout the US due to coronavirus and WFH, it’ll take some time to fill up existing supply before there is demand to build more). So this one is very likely to move forward. Residential and even hotel towers are either still going strong (residential) or is expected to make a strong recovery once the pandemic eases (hotel). Even though it won’t be a new tallest for Dallas, a new #2 tallest would be a welcome addition to the skyline. Especially because it comes in a large cluster with other tall buildings also proposed. This is like what happened with Seattle. They didn’t get a new tallest to surpass the Columbia Center but they are building a new #2 tallest in the city.
