Westgate Centre redevelopment [1309 Carling Ave] | 3x86m, 2x120m | 3x24f, 2x36f | U/C



I think this is really interesting, having lived near this mall nearly my entire life and wondering just when something interesting was going to happen. Jeff Lieper's site states:

It's about time! I've always thought this was a great spot for residential towers, especially if one of them could be seniors' housing somehow connected to the indoor mall. It would make that shopping centre a lot more lively and provide a desperately needed steady captive market.

What would be really super cool is if they also redeveloped Hampton Park Plaza with towers on the other side of the Queensway and built a pedestrian bridge between them similar to the one at the train station

It's about time!

I've always wondered why mall owners didn't make a greater effort to integrate high-rise residential into their developments. Glad to see RioCan doing it!

I can't wait to see what the proposal looks like!

Same with Gloucester Centre. (I'm looking fwd to this one, since it's on the future LRT line. Hope to see mega-density!)

Wasn't Westgate the first mall in Ottawa? That would be a bit sad to see go in my opinion.

That one also has the benefit of a dying power centre as well (which is a first in Ottawa I believe) so an opportunity to truly start fresh...retail shouldn't be a big concern there since demographics don't really support such in a largely working-class area.

Once upon time, long before I was born, with a Steinberg's and a Freiman's and a movie theatre, it was a pretty sharp spot; but yowzers those days are distant!

I used to go there to go to Pet Valu, and also the Shoppers Drug Mart (it was the only 24 hr one close-ish to the Hintonburg area) from time to time. I was happy to see the road and sidewalks in front of it all fixed, finally, when we visited family in the city last weekend.

RioCan proposes radical 'transformation' for Westgate

One of Ottawa’s oldest malls, Westgate Shopping Centre, will get a radical makeover if a real estate company wins the city’s approval.

RioCan Real Estate Investment Trust, which owns 340 shopping centres across Canada, wants over the next 20 years to “transform” Westgate into a series of mixed-use towers — five in all — that would include commercial outlets — from grocery stores and bank to fitness centres and restaurants — and 1,100 residential units.

The proposal has yet to be submitted to the city, but Wednesday evening area residents got a look RioCan’s intentions during a “community consultation” at the Best Western Hotel on Carling Avenue. The session was sponsored by area councillors Riley Brockington and Jeff Leiper. At many as a 100 people were in attendance at any given time.

Spokesmen for RioCan explained that the project reflects the changing nature of both the real estate market and consumer shopping. With more and more people shopping online and smaller retailers less in demand, commercial property owners like RioCan need to made better use of their assets, they said. Couple this with a growing rental market — young people unable to afford single-family homes and looking for cheaper houses, and retirees looking for one-place-meets-all-needs accommodation.

“There’s a strong movement toward rental, and many people want to live more cheaply and closer to where they shop,” said Stuart Craig, RioCan vice president of planning and development, noting that RioCan has 17 other properties across the country that, like Westgate, it is looking to revitalize. “We also want to maintain commercial retail (on RioCan’s properties), but we need to bring more people to the retailers.”

“This (property) is an underused asset for RioCan,” said planning consultant Miguel Tremblay, noting the store vacancies in the current shopping centre and the declining popularity of such retail outlets. “They have a long-term vision for repositioning this asset.”

Westgate, built in 1955, is one of Ottawa’s first shopping malls.

The RioCan project would, if approved, be developed in phases, with work on the first 24-storey building — the site is currently occupied by Monkey Joe’s restaurant — beginning in possibly three years. After that, RioCan would build the other four towers, one by one, moving existing commercial leaseholders and new ones into the new structures.

Eventually, there would be five towers, all with a mix of residential and commercial.

It would kind of be nice to see a new indoor mall with towers above it. This is going to feel like 5 small strip malls instead.

Nothing. I said I was hoping there would be one, as opposed to the five individual podiums.

Retail leasing giant RioCan aims to re-invent 20 of its old, tired malls in major Canadian cities by putting up high-rise towers with apartments, offices and ground-floor stores in a bid to deal with changing retail trends.

The country's largest real estate investment trust held an open house for Ottawa residents on Wednesday evening to lay out a proposal for Westgate Shopping Centre, which it intends to submit to city planners in January.

The early designs show five towers to be built over the next decade or two, bringing 1,100 residential units to the site of one of the city's oldest malls. The first towers on Carling Avenue could be 24 storeys, while the ones closer to the Queensway could be 36 storeys.

"Retail's changing. A lot of people are shopping online. You can get groceries even by picking up the phone now," said Stuart Craig, RioCan's vice-president of planning and development.

"The one thing retailers have been saying to us across the country — and we have 340 centres so we talk to a lot of retailers — is you've got to bring more customers to our doorsteps."

Craig sees RioCan putting in green space where he right now sees a "sea of asphalt." The site is attractive partly because the city intends to improve transit in the area in the next 15 years, he said.

The goal, Craig said, is to re-invent good properties to make sure the company's real estate assets are used well and viable. RioCan is introducing residential as a way to strengthen its retail, he added.

At Westgate Shopping Centre alone, Craig said RioCan plans to invest more than $200 million.

The company held a public meeting recently about a similar long-term plan for Elmvale Acres Shopping Centre on Ottawa's St. Laurent Boulevard, and it also has plans to build three towers at a strip of mostly empty stores at Silver City Gloucester.

The company may eventually look at Lincoln Fields and Donald Plaza.

In addition to those projects to intensify shopping sites in Ottawa, Craig said RioCan is considering others across the country: three in Calgary, one or two in Edmonton, two in Montreal and eight in the Greater Toronto Area.

"It's a huge capital expenditure, ultimately, but we're a fairly well-heeled company so we're prepared to take on the challenge," said Craig, who admitted RioCan's strategy is a "big gamble."

"I'll be honest; if we do one or two of these and they bomb, then the program will be shut down and instead of doing 20 across the country we'll only do a couple. But we're fairly optimistic that won't happen and we think there's a demand in the larger markets."

Residents who studied how Westgate Shopping Centre's site could look in the future worried about keeping their amenities, living through years of construction and available transit.

"It's a good idea to have maybe a grocery store in there and really get business going. It will be good for the community," said Risa Upton, who lives nearby and regularly uses the traditional mall with its long hallway and shops.

"But then it will be sad, because people won't be able to hang out there."
