Draft picks and player development were the main problems under the MB era. He was pretty good with trades though. And because of that, he might find another job with another team.
This being said, when it came to drafting and developing, the Habs were one of the worse in the league under MB. These stats from 2003 to 2020 speak for themselves.
- 27th in the NHL in terms of draft pick points per game. (The leafs are even worse)
- 26th overall in terms of draft picks having played at least 1 game in the NHL. (2 Canadian teams are even worse, Canucks and Flames)
- The only NHL team not to draft a player with 70 points in a season, either for the organization that drafted them or elsewhere afterwards.
That last one says it all.

To be fair, Max Pacioretty is a PPG player the last 3 years. The fact he hasn't hit 70 pts in a season is strickly because of minor injuries. He's had 6 seasons above 60 pts. He's also a goal scorer. 306 goals and counting. Not every team had drafted such a player since 2003.
As for the other stats, I really wonder how they would look without that famous 2007 draft. Probably dead last in the league by a wide margin.
Timmins was a god awful scout who happened to have one of the best draft in the modern history.
Managed to select: Max Pacioretty, Ryan McDonagh, PK Subban and Yannick Weber.
Combined 1,476 pts and counting as everyone (expect Y. Weber) is still active.
