Just about to truly begin construction above a new Performing Arts Center (so maybe it's not in the proposal stage anymore, but it hasn't ~officially~ begun construction - demolition of old buildings is almost complete).
Still not sold on the design, would prefer an angled roof and a better transition into the base (the theater), but it's better than many of the old 70s boxes that we have. It will be the 3rd tallest in the city.
A new convention center hotel has been approved, but they're still searching for a developer. It's expected to be - and hopefully that will stay true - the new tallest in the city.
