I was wondering the same thing. I never bothered to look it up either. I did notice the lot was cleared on Google Earth. That's Westlake Drive down there. Most of the permits I could find for Westlake Drive were for boat docks.
This is the site plan for it - it says it's a boat dock for a residence.

Google Streetview captured the construction site. Also, if you look on Google Earth, it seems to show what appears to be what was the foundation for something that was previously there. I can't imagine that lot had been vacant. I'm thinking someone with serious money came in, tore down the house, and are starting from scratch.
