1063-1075 Barclay Street | 143.1m | 48 Floors | Proposed

Wasn't sure if this had its own thread, or if its going anywhere... Mods feel free to delete this thread if it already exists, but I don't see it anywhere.

47-storey, flora-inspired tower proposed for downtown Vancouver (RENDERINGS)

I found a sales brochure for this land assembly, and the property was advertised as permitting residential development up to 550', subject to a review of shadowing effects on Robson Street. 47 residential floors usually wouldn't go that high, but maybe someone here knows more about the proposed height.

Thanks for creating the thread! Though for future reference, the rule is to generally wait until an official application has been submitted before doing so. That said, now that it's been filed, here's the info, and renderings from the submission.

Quote:
The proposal is to allow for the development of a 48-storey residential building. The zoning would change from RM-5B (multiple dwelling) to CD-1 (comprehensive development). The proposal includes:

374 residential units
25% of the floor area as social housing (79 units)
75% of the floor area as market housing (295 units)
Floor space ratio (FSR) of 19.1
Total floor area of 3,0628 sq. m (329,677 sq. ft.)
Building height of 143.1 m (469.4 ft.)
Five levels of underground parking with 357 vehicle parking spaces and 770 bicycle parking spaces

The application is being considered under the West End Community Plan(External link) and General Policy for Higher Buildings

Vancouver’s Hidden Beauty (Mostly) Wins Over The Urban Design Panel’s High-Rise Haters

1063-1075 Barclay St
In a way, this Urban Design Panel meeting started off with a trip down memory lane, as city staff recounted the reviews of previous applications under the Higher Buildings Policy. I won’t bore you with the details about the recently completed Vancouver House, or the proposal at 601 Beach Crescent, but unlike those projects, this one isn’t in a gateway location. As a result, only two individuals, Peter Busby, and Jennifer Marshall, were asked to serve as special guest panellists.

Unfortunately, technical glitches delayed the formal start of this discussion by nearly 30 minutes, which led to some aggravation, and interesting conversations. I learned that a busier than expected workload will see the planning department return to their offices this month, but that won’t be the case for one panellist. They boasted that, thanks to work from home they never intend to come into Vancouver again, and by the end of this meeting several others had revealed they simply hate tall buildings.

Thanks! I wonder if there is still room for one more tower east of this before Vancouver Tower?

This has now been referred to a public hearing, and will likely be heard on January 17, the first scheduled meeting of 2023.

Here's a quick summary of the public feedback from the referral report, and based on this I wouldn't be surprised to see council unanimously approve it.

Height says 139.2 metres, so a slight reduction?

The social housing typical plan shows large living/dining/kitchen room areas and 2 or 3 bedrooms.

The condos look smaller.

Interesting. The social housing (and rental housing) floor plans of late have often been very tight.

Approved last January, but who knows about luxury strata viability at the moment...

I wonder if we could see a switch to all rental like the towers farther south on Burnaby/Harwood. Probably would need a redesign/simplification.

Of the 36 units in the building, 34 belong to two corporations, Barclay Thurlow Property Inc. (BTPI) and Shepstone Investments Inc., referred to as the majority owners. BTPI is affiliated with Westbank Corporation and Shepstone with Bosa Properties Ltd.

The units had been gradually purchased by the companies from individual owners with the goal of winding up the strata corporation and selling the property for redevelopment.
The rezoning had GL001 Nominee Ltd and Barclay Thurlow Property Inc as the registered owners.

But the rival developers couldn’t work together, or agree on a deal with each other, and instead decided to sell. The buyer is Grand World Holding Ltd. Corporate records show the entity was incorporated in the fall of 2016 and is registered at the offices of Richmond’s largest law firm, Pryke Lambert Leathley Russell LLP. Grand World has one listed director, Hong Qing Zhang, based in Hong Kong.

If they're tied into Hong Kong and the Chinese property market I'd be very surprised to see it go ahead anytime soon. And as iDunno pointed out, luxury condos geared to offshore buyers aren't really in demand right now.

But they restarted the process in 2022 which seems like it would reflect current market conditions.

Also "BC1068488" seems to be an owner as well.

There were several different companies amalgamated in two different registrations in 2018. It appears to be the process that saw the Bosa and Westbank ownership combined (presumably through acquisition of their interests) as Barclay Thurlow Property Inc. Daily Hive reported that the project is being undertaken by Pacific Northern Development, so if that's correct there may have been a further sale, (or renaming of the business).
