My cranky mechanical calculator indicates that $400 million a year could pay for significant city infrastructure.
Off hand, I know they added a
lot of new police officers which don't come cheap; probably a good idea however. They obviously needed to staff up their planning dept for permits, inspections etc.

Of course they do but I tend to be fiscally conservative. $400 million per year is a ton of new recurring overhead that grows continually.
