I would assume Anthem could use the Toys R' Us space to build out a large show-home and sales centre for both Georgetown and their development on Toys land.

You're likely quite close. I'd estimate mid-May as it looks like about 13-14 weeks remaining to be at top.

The layout for the building is pretty simple so they should be doing a floor every 4 days

We'll know they're doing anything major at Dollorama once they set up fence around the trees

They are indeed filled with water but I just assumed they were repurposing them as a wheel wash bay for trucks and construction equipment.

Some construction sites have a wheel wash bay to prevent tracking mud and debris on public roadways.
I assume the equipment crosses Whalley Blvd often and so the contractor is being responsible and avoiding fines from the city.
You can also see a makeshift wheel wash bay at The Holland project (left side of the excavation)
