...and will be drastically altered in just a few more years.

I'm pretty sure that photo actually dates back to the late '50s or early '60s, as only the first two of the '50s era Penn Center office buildings appear (to the west of City Hall). I was in Philly in 1977 and they had many more hi-rises around there at that time.
