Oh c’mon, MTO has this for 17 & /630\ near Eaux Claires Station and possibly east of the golf course in Mattawa (or Papineau-Cameron) too.

That conflicts with 417 extension though. There's a reason that I'm selectively anti-rail.
I mean, I can see the demand (even though it be a weak one), but it takes away from the 17.

Then you are ignoring the reality. The reality is, there is only a 2 lane road beyond Arnprior. So, most will not move beyond it. So, either wait for the 417 is extended, in about 20 years, or get a rail line out there and maybe the highway is built faster. Look at the extensions of GO to KW and Barrie and what it has done to those places.

Transportation investment needs to respond to demand, or a damn good case for future demand. Infrastructure cannot be built based on hopes the demand will rise to justify it, not in terms of the economics anyway.
