Currently the plan is to twin to Hubbards AFAIK. Traffic volumes halve once you get past that point.
As of 2015-2017, from the NS Dept of Transport:
Exit 3 (Timberlea) to Exit 4 (Sheldrake Lake): ~10,500 AADT
Exit 4 (Sheldrake) to Exit 5 (Tantallon): ~9,250 AADT
Ext 5 (Tantallon) to Exit 5A (Ingramport): ~12,000 AADT
Exit 5A (Ingramport) to Exit 6 (Hubbards):~11,000 AADT
Exit 6 (Hubbards) to Exit 7 (East River): ~4,300 AADT
Exit 7 (East River) to Exit 8 (Chester): ~3,400 AADT
Exit 8 (Chester) to Exit 9 (Chester Basin): ~4,900 AADT
Exit 9 (Chester Basin) to Exit 10 (Oakland Lake): ~4,300 AADT
Exit 10 (Oakland Lake) to Exit 11 (Blockhouse): ~4,300 AADT
Exit 11 (Blockhouse) to Exit 12 (Bridgewater): ~4,500 AADT
Exit 12 (Brdgewater) to Exit 13 (Bridgewater): ~8,750 AADT
Exit 13 (Bridgewater) to Exit 14 (Hebbville): ~5,400 AADT
Exit 14 (Hebbville) to Exit 15 (Italy Cross): ~5,700 AADT
Some of these are listed as combined and some of these are listed individually as eastbound and westbound (which is very annoying) but the important thing to note is that 10,000 AADT is the NS standard to require twinning. If you're able to anticipate trending in some areas (for the Bridgewater 12-13 twinning, for example) then you can twin prior to hitting the 10K threshold. The section between Hubbards and Blockhouse really hasn't seen any discernible increase in traffic between 2008 and 2015.
