I actually would sooner guess, based on proximity, that Governor's Island would sooner be joined to Brooklyn than to Manhattan, likely as part of a long term effort to insulate
that borough and its downtown core from encroaching sea levels. It would serve as a natural extension of Brooklyn Bridge Park, and redevelopment along that portion of the Brooklyn waterfront in Red Hook would likely not be subject to as much scrutiny and backlash because of its current state, as moderately-used industrial/port facilities that would not be missed. Any remaining light industry on the Brooklyn waterfront is moving southward to Industry City anyway.
