2021 - Milken Institute places four of Salt Lake and CSA Metro cities in top ten national performers

The Milken Institute, a non-profit think tank based in Santa Monica California, releases a ranking each year for the best performing cities based on “GDP growth, wage increase, job creation,” and other factors. Comparing the many national metropolitan areas, it may well surprise people that Utah has three cities in their top ten ranking this year. Provo-Orem was ranked at number one, with Salt Lake City following closely behind at number four, and Ogden-Clearfield jumping into the top ten at number nine.

This was just for larger Cities/MSA's, with populations greater than 250,000. The Milken report also ranked smaller metropolitan areas, where Utah also shines. Logan ranked second in the country this year, with St. George close behind in fourth place.


As stated by the report, “These cities registered levels of wage and job growth that were far above the national median. They also had relatively affordable housing costs and very high levels of broadband access, indicating inclusive growth based on housing and infrastructure investment.”

It’s impressive to have one city make the list, and Utah had three (five if including smaller metropolitan areas). Utah cities knocked out bigger cities like San Francisco and Orlando. Utah is also the only state that had more than one city in the top ten...

...Natalie Gochnour, Director of the Kem C. Gardner Policy Institute at the University of Utah, explained how the Milken Study examines states proving themselves on multiple metrics; well educated labor forces, hard working labor forces, birth rate, etc. She confirmed that the Beehive State scores well across numerous variables.

“We have some locational advantages being at the center of the Mountain West. That makes us the health center and the distribution center, and a seat of government at least in the case of Salt Lake City,” Gochnour said. “We've always been a growth state. It's our constant companion. But the last couple of years have put an exclamation point on all of it.”...

...“A lot of it goes back to some really good fundamentals,” says Keith Morey. “We've had a really strong fiscal approach to government for decades. That adds a level of stability that a lot of other states and cities don't necessarily have. Historically, because we've been so well managed, we can do things that other states can’t do. We’re not as impeded by excess debt and high taxes and things of that sort. That lends some freedom that a lot of places don't have.”

Between half and two-thirds of all those new apartments are landing in Salt Lake City proper, which the latest (edit: questionable) census shows is just shy of 200,000 residents after a decade of Utah being the nation’s fastest-growing state.


This means that if projects pan out as planned, SLC could add nearly 13,000 units by 2025. With vacancy rates under 2%, we are going to continue to see a lot of housing going up around the City.

This growth means that SLC proper could add between 20,000 and 25,000 people by 2025 in just the new developments. This is a boom time for the City and based on the numbers, the projects will keep coming and get bigger and bigger over the next few years to take advantage of the low vacancy rates.

Irvine, CA-headquartered CREDE broke ground on Park Avenue Apartments, a 238-unit multifamily complex in Salt Lake City’s Sugar House community. Developed in partnership with Salt Lake City-based Cottonwood Residential, the project is set for a Q4 2021 delivery.

CREDE’s Colby Durnin says, “Park Avenue Apartments will provide highly desirable apartments in the burgeoning Sugar House area. The economic growth of Utah and Salt Lake City in particular, have led to a strong need for new residential options, as more companies relocate or open offices in Salt Lake City.”

The mid-rise 238-unit project will offer studio, one and two-bedroom apartment homes. The Pendry Residences Park City is expected to be completed at the Canyons Village in 2021.

Montage International is bringing another resort to Park City.

Pendry Residences Park City, a luxury condominium development, is set to go up at the base of the Canyons Village side of Park City Mountain Resort. Construction is set to start in the summer with a completion goal of winter 2021.
Buyers are expected to start reserving rooms in February.

The condominiums will be managed under Montage International's new Pendry brand, which has locations in San Diego and Baltimore. The developer for the project, Brian Shirken, is president of the national real estate development and
investment company Columbus Pacific, which has worked on such Park City projects as the highly debated commercial and event space on Main Street at the former site of the Kimball Arts Center and Apex Residences in Canyons Village.
Montage International also owns and operates Montage Deer Valley.

Pendry Residences is expected to cover 200,000 square feet in the center of Canyons Village, wedged between the Hyatt Centric Park City, Sunrise Lodge by Hilton Grand Vacations and Sundial Lodge. There is expected to be 40,000 square
feet of retail space on the plaza level. The lot is currently used as a parking lot...

...The development is set to include 150 condominium units, which range from studios to four-bedroom penthouses, Shirken said. He expects that the majority of the owners — who will likely be second-home owners — will be placing their
units into the rental pool, which Pendry will help manage.

Pendry Residences are also set to have five restaurants, multiple retail shops, a rooftop pool, a spa, a kid's club, a recreation room and some bars, including one in a yurt. A large convention space will be available for conferences. Shirken
hopes the amenities attract visitors from neighboring hotels as well as locals.

This acquisition increases the property by about 50% - so that does indicate the likelihood of a design change - unless they plan to build another building on the other site in addition to the original Moda Luxe.

audiences and special events. Construction is estimated to be completed by late fall 2021 or early 2022.

The building will feature a Student Success Center on its second floor, which will combine placement, tutoring, internships and advisement services in one accessible location.

Classrooms will be outfitted with lecture-capture technology to help students learn remotely. The building will be constructed on the south end of UVU’s Orem campus...The new building is expected to serve up to 12,000 business students
at a time.

According to Utah State Board of Regents documents, the business school has outgrown its current home, which was one of the four original Utah Technical College buildings built in 1979.

“While the 78,000-square-foot facility has been well-maintained over the years, it cannot accommodate the renovations desired to train future business leaders. The masonry building has a post-tensioned cable floor system that cannot
be penetrated to run cables or make infrastructure upgrades,” the document states...

This is a transitional project moving from single family residential structures to the east and commercial structures to the west. The adjacent two parcels to the west contain a large office complex and next to that a fire station. With new landscaping, our project will soften the edges and beautify the neighborhood setting. This application is to gain approval from the Salt Lake Planning Commission to proceed with the design as shown in our attached drawing set. This development meets the intent of the Capitol Hill Master plan, the Local & National Historic Design Guidelines, along with the RMF-35 Zoning Ordinance of Title 21A.

Located at 370 S West Temple, the site sits on D-1 zoning, which allows up to 375 ft on corners and higher with design review.

Local readers would know the site from Gracie’s Gastropub to the north (left-center in the aerial photo below). Currently, the site is a vacant lot. Across West Temple to the east sits the new Federal Courthouse, aka the Borg Cube...

Well, it looks like the Mark Steel Apartments project I posted a couple weeks ago from Loopnet is real. The project is located directly south of 'The Yard' townhouse project and borders the Jordan River (directly east of the project).

Basics:
5 floors (51 feet tall). 331 residential units. A 1-floor amenity building includes a fitness center, clubhouse, & bike storage. Also included is a pool, basketball court, & grilling area with fire pits.


Project Description (from developer):
Mark Steel Apartments is a new low-income multifamily residential development in Salt Lake City next to the Jordan River. Visually, the building façade references the character of the industrial neighborhood with a strong architectural concept. It is qualified under the LIHTC program. At 1250 W 200 S, Mark Steel Apartments creates a sense of place, with a large main building wrapping around itself, encasing generous outdoor recreation areas. At 258,600 SF and with both surface and structured parking, the five-story building is comprised of 331 units located on all levels. The building stretches over a narrow but long 3.27-acre lot, equaling about 101.2 units per acre. The existing use of the lot is Manufacturing, and the proposed use is Multi-Family Residential. The angled orientation of the massing provides pedestrian relief on the eastern façade, which is adjacent to the Jordan River, allowing kayakers and vehicular access to enjoy the river. The building allows another point of entry and landscaping to the north, breaking up the paved industrial mega-block and decreases the urban heat island effect, which is a considerable factor in that area.

The building undulates to create an open courtyard. A single-story amenity building fronts 200 S with a fitness center, clubhouse, and bike storage for the residents. The two buildings connect by the lobby, which is wrapped with a large span of glass, welcoming residents’ home and providing natural daylighting for the interior seating and business area. The amenity building opens to the swimming pool, basketball court, and grilling area with fire pits.

The elevations show our proposed materials which include dark gray brick on the ground floor, and the residential units above have a primary façade of light gray metal panel. The gray metal panel is broken up by bright red metal vertical box panel creating a horizontal rhythm and echoes the strong linear forms of the surround area including the river, train tracks, and freeway. The glazing shifts vertically, creating a stepping pattern so that each unit is different from the one below and above.

The development is in one of Salt Lake City’s forward-looking Transit Station Area zones, and the project density hopes to catapult the area into a new spot for commerce. Mark Steel Apartments affordable units addresses the housing concerns and feasibility for Salt Lake’s population, while providing access to local existing transit infrastructure. These Junior 1 Bedroom units, ranging from 480 – 710 SF are perfectly suited for young professionals seeking to live downtown at a price they can afford.

Project Summary (from developer)

SOHI is a proposed apartment building to be located at 903 South 400 West, adjacent to the abandoned rail line. The existing neighborhood is a commercial district populated mostly with lots for parked cars, trucks and mechanic type shops. SOHI Apartments aims to be a modern compliment to the artspace apartments across the street to the north and aims to revitalize and set a high standard for further development of the neighborhood. SOHI intends to meet design standard of the CG district and the design review as noted in the section below.

The new project proposes the construction of a single residential tower on top of a parking structure. It will contain 153 Units with 1 Bedroom, 2 Bedroom and Studio types. The covered structural parking provides a over 1:1 parking ratio (170 covered stalls per 153 Units). Although the CG zone allows fewer parking stalls (.5:1), we desire each unit to have an off street parking stall and have designed the garage to be sufficient for that purpose.

There are 5 levels of wood framed apartments, and 2 levels of concrete parking. The exterior materials are thin brick, cement board siding, stucco, and a wood finish metal siding.

Trash collection and a backup electric generator occur on the interior of the garage and are covered from street view.

Lounge room provided on the 1st level for the residents. This entrance is flacked by to commercial spaces that will house the gym and other amenities spaces.
