Soooo... is there some sort of law which requires all infill to prominently feature random slabs and cubes? Or is there a sole-sourced contract with one particular architect?

Yes, it would seem to be.

If I ever can afford to build, I'm building a damn Barbapappa house...

If ever you need an architect... I may be one in 10 years. Call me
I just looked up Barbapappa, and I feel like I've seen something that looks like that in Spain. If I can find the photos (they're from 11 years ago) I'll let you know. Rammed earth construction might be fun and sustainable.

It's either Barbapapa, or if I can find the right site*, a hobbit hole.

* Site is likelier to be way up north or way down south.

Of the 100 top esthetic issues in architecture and planning, supposedly "ugly as shit" wires don't even rank in the top 1000, IMNSHO.

I will never, ever, ever understand Ottawa's bizarre fixation with the supposed blight of wires.

Ok so someone goes to the time and trouble with totally rebuilding a house and then stops short of not burying some wires. It's ridiculous.

You are right there's lots of other more esthetically horrible things out there but removing wires is pretty easy to do relative to building a whole house.

And they are ugly as shit. Not sure what the "supposedly" means. If you think they look good then we clearly have different opinions lol. (And I don't even live anywhere near Ottawa)
