Is this roof open to the public? If either the roof up top or the lower one just above the Starbucks would add some seating/tables... oh my, would be my new favorite study spot. Haven't actually climbed the stairs to the lower roof/deck but I believe i saw no seating/tables. A nice bar going along the edge with tall chairs would be so nice.

The Cousins' office tower (at 8th & W. Peachtree), GA Tech's Phase 2 towers (across from the Biltmore), and the "gothic" apartment tower (at 5th and Juniper) will certainly fill in some noticable gaps, giving this part of Midtown some girth and height.
