Ha! To some extent, maybe... general shopping trends have killed numerous malls all over North America. But a lot of the problem here is that the inner greenbelt was never built with good density to begin with (often much less than newer suburbs). Aside from a few rental towers, most of the areas around these smaller shopping malls are low-density single-unit detached homes - hardly a recipe to support a thriving retail district.

This is the big problem with Ottawa in general, one that the new OP needs to laser-focus on. The post-war development inside the Greenbelt is in serious need of intensification and infill.
