I'm beginning to think that the business model has nothing to do with the original plan. They buy these sites and demolish as much as possible and then resell for more after they sit for a few years. It happens over and over.
Shouldn't be allowed to demolish if funding for construction isn't secured

Securing funding is more difficult if the site isn't cleared.
