Well it's on the False Creek Flats on the base of a big hill, so I presume it's kept low out of a courtesy to everyone's view in Mount Pleasant.
If they were to ever redevelop the area you'd put the tallest buildings up on Broadway where there's no real view, then have them decrease in height down the hill with low buildings on the flat part. This way everyone gets a view.
Even with all this though, four stories is pretty low. You'd think the same concept could be achieved with 5-6 stories. Given that it's an institutional building with set requirements it's possible that those requrements were totally achievable within a four story form and so there's no business case for rezoning and building anything bigger.
