It's a statue called
Playing at George Street and it's dedicated to Ron Hynes, who is depicted playing his guitar as the main feature (on the other side) of the statue.
I'm assuming you probably know who he is, but just in case (I get caught all the time with my foot in my mouth, assuming everyone knows big things here): he was a founding member of the Wonderful Grand Band, which kicked off a great number of things, Codco, political satire in North America, the drag queen scene in St. John's, and numerous comedians and careers.
He's best remembered for two songs that have become as dear to Newfoundlanders as our old national anthem, and almost as often performed.
St. John's fashion was a scary thing in the 70s/80s:
