Yeah...everything along the shore, from 695 to where the the river turns north is collectively known as "Boathouse Row", owned by the District and maintained by NPS. Pretty interesting area, with it being overgrown, open freight tracks, utility poles, and mailboxes on posts, it has a kind of rural feel in places.
Anyway, the only river access I know of is the Sousa Bridge Wayside, which is kind of a lame spot.
