Evaluating preparedness of Smart City contenders: Smaller towns take early lead

On a scorecard of 100 on web-based indicators, Tiruchirappalli and Mangaluru have been rated at above 90 with the other leading performers being Tumakuru, Indore, Raipur, Jaipur, Surat, Ujjain, Haldia and Kalyan-Dombivali.

The study on public data openness was initiated independently by a team of master students and alumni of urban planning at the Ahmedabad-based Centre for Environmental Planning and Technology (CEPT) University.

Smart City: Mangaluru to develop economic growth centres

Owners with land holding of more than 25 acres can offer their properties for redevelopment projects and those with more than 100 acres can offer for Greenfield development projects.

He said the projects would be developed on a joint venture between the special purpose vehicle (SPV) that would be developing the Smart City, landowners and private developers. Attractive financial models would be developed leading to a win-win situation for the stakeholders such as landowners, private developers, SPV and the end users of the projects.

Some of the proposed economic growth centres under the Smart City project are ‘Knowledge, Wellness and Sports city’, ‘Finance and Tech city’, ‘Eco, Leisure and Entertainment city’, ‘Beach and Backwater Tourism Centre’ and ‘IT Park’.

MRPL gearing up to provide piped gas

Piped gas supply is one of the criteria under the smart city project and MRPL is prepared to discharge its duty, said company managing director H. Kumar. In an informal interaction with presspersons here on Monday, Mr. Kumar said MRPL had commenced a detailed feasibility study (DFS) towards constructing a liquefied natural gas (LNG) terminal on the New Mangalore Port Trust (NMPT) premises.

The study is likely to be completed by August next year and if the project is found feasible, MRPL would initially go for a floating storage and regasification unit (FSRU). The FSRU would be functional till a permanent LNG terminal, comprising storage and regasification unit, is constructed, Mr. Kumar said.

MRPL already has committed customers — Mangalore Chemicals and Fertilisers (MCF) and MRPL’s own aromatic plant. Besides these two, the piped gas supply project would also be another customer for the project, Mr. Kumar said.

Centre keen on grading fuel by refiners

MANGALURU: Expansion plans of MRPL to touch 18 million metric tonnes (MMT) will coincide with a government of India directive to all refiners in India to market BS V and VI quality fuel. While the union government has mandated a 2020 deadline for refiners to do so, the union ministry of petroleum and natural gas is keen to achieve this a year ahead and this means that the company has to be ready with the product by December 2018, noted H Kumar, MD, MRPL.

The company has approached the state government for 1,050 acres of land to facilitate the capacity upgradation. KIADB will undertake the land acquisition for the company, he said adding MRPL has urged the government to provide land contiguous to its existing facilities to aid this expansion process. Asked if MRPL will acquire land based on demands from residents of Jokatte, he said it will be done so only if such land will aid the company's proposed expansion plans.

This place has advantage of being nearer to airport. And it can be developed for Medical Tourism. Have they dropped the idea of greenfield smart city at Maravoor?

This is useful for Medical tourism. If we want to develop Mangalore as Aerotropolis then road network around airport should be strengthened and metro and highspeed rail connectivity to airport is also important. (Bangalore’s Development as an Aerotropolis). Mangalore can also have Marina near Kunathabail itself or places like Ullal can be considered.

Call to set up rural innovation centre

Selco has SELCO Labs in Ujire near Dharmasthala. But there is more to do. A startup dedicated to this is useful. Karnataka government has plan to set up a research center at Belapu. But I think this is for academic research. In addition we need facilities for product-oriented research. Mangalore has very few research institutes (CMFRI branch, Geological Survey of India, small private ones working mainly on medical field like Nova Meditech, Mangalore Biotech, and others like Goal Technologies. Research facilities are there in industries like BASF, MRPL, Sequent also. And then there are colleges and hospitals with their own research labs like SIEMENS Centre of Excellence | MITE, Sahyadri College of Engineering & Management::CENT, NITK-STEP.). Mangalore definitely deserve good research & start-up facilities looking at its educational profile. Good medical research & start-ups can contribute a lot for medical tourism.

"A 90-page PDF file comprising the draft proposal for the Smart City project will be uploaded to our website. Public may go through the draft proposal and submit their suggestions. Based on the suggestions, a final proposal will be submitted to the Central government on December 14. Later, hard and soft copies of the Smart City proposal will be submitted on December 15. I went through other cities proposals and found SWOT analysis missing in Mangalore proposal. Some cities have captured nicely about BRTS and other public transportation systems in detail but missing in Mangaluru proposal. Wondering whether Mangaluru will include these things only in detailed proposal.
