Company continues plans for bulk terminal

SYDNEY — Despite plummeting world coal prices, Provincial Energy Ventures is still continuing with work on their Sydney-based bulk terminal.

PEV has been operating the Atlantic Canada Bulk Terminal next to the Harbourside Park since 2002 with the goal of implementing a $75-million upgrade announced in January 2012 so that larger vessels can be accommodated.

The terminal will go from on-site storage for up to 700,000 tonnes of bulk commodities to a capacity that will allow it to ship three million to five million tonnes of coal per year. It is expected to be completed next year.

SYDNEY — Thanks to changes in Sydney harbour caused by the $37-million dredging project, the Canadian Coast Guard has had to review navigation aids to meet the existing needs of local mariners.

During Sydney Harbour Ports Day recently, Barry Nisbet of the navigational review office of the Canadian Coast Guard outlined changes local mariners can expect.

Additional infrastructure will include two 2.9-metre pillar buoys at the entrance to the harbour to mark the gateway. These are sometimes called bells, but they will have no sound on them.

There will also be 14 steel spars to mark the channel to assist vessels going from one set of ranges to the other.

The development will proceed in five two-year stages. The first phase is expected to cost about $5 million to construct. Over 10 years, it is estimated to be a $50-million project.

While the Victoria Day long weekend marked the opening of most of Nova Scotia's provincial parks for the season, Cape Breton's Dominion Beach remained closed as part of a major construction project to stabilize the beach.

Darren Bruckschwaiger, a councillor for the Cape Breton Regional Municipality, said a berm is being built to protect the beach from wind and waves.

Northern Contracting of Sydney Mines is spearheading the project, which is taking place in three phases. The construction of the berm is the first phase, while the second will see the wooden boardwalk replaced and the final work will fix the beach's buildings.

SYDNEY — The appraisal submitted To Enterprise Cape Breton Corp. in support of a funding application for the Ben Eoin Marina set the market value of the site where the marina was to be built at $700,000.

The Cape Breton Post submitted a request to ECBC under the Access to Information Act in March for the appraisal. The document was released last week.

The appraisal was prepared by William Martheleur of Mackey Appraisals Ltd. in Sydney, which is a member of the Nova Scotia Real Estate Appraisers Association. The document is dated Aug. 20, 2010.

Since February, the Grade 11 student from Membertou has been a part of the Aboriginal Youth Entrepreneurship Program at Sydney Academy. The program aimed at encouraging entrepreneurship among aboriginal youth was officially launched at the school Wednesday by former prime minister Paul Martin.

The Aboriginal Youth Entrepreneurship Program is a partnership of the Martin Aboriginal Education Initiative, Membertou First Nation and the Cape Breton-Victoria Regional School Board. The program was supported by a $300,000 contribution from RBC Foundation.

Martin said Sydney Academy was a natural fit for the program, noting Cape Breton University has focused on aboriginal business education and the success that the Membertou band has had in developing various business ventures. Sydney Academy is the first school in Nova Scotia to offer the program.

Nova Scotia's consumer advocate is asking the Utility and Review Board to reject the Maritime Link deal as currently proposed by Nova Scotia Power's parent company, Emera Inc.

John Merrick said the $1.5-billion subsea cable known as the Maritime Link — part of the Muskrat Falls hydroelectric proposal — benefits Emera but leaves ratepayers at risk of paying too much for electricity.

It definitely is not. Let's hope we can get a second berth for these ships and possibly increase this number. Most of the candidates for mayor campaigned on a second berth for cruise ships in the last election, including Clarke iirc, so here's hoping.

Plans to build a new fire station in Sydney, N.S., are on hold as the Cape Breton Regional Municipality grapples with its crippling finances.

Design work on the $3.5 million project has been underway for the past year and construction on Victoria Road was expected to start this spring. The municipality is now looking for more money from the other two tiers of government.

Deputy Fire Chief Brent Denny said the new building will replace the Ashby station, which has already been torn down, and the aging station in Whitney Pier.

“The operations have outgrown that facility. It was a facility that was build 40 years ago as a temporary building and the crew that's in there now is cramped for space and with the equipment that the need,” he said.

Clarke said construction could begin in the fall if the federal and provincial government approve the plan.

Sydney River bridge to close next week

Update on Sydney River Bridge - I will have to leave earlier for work for the next couple of years

SYDNEY RIVER — Motorists will have to begin making alternate plans July 25 when the Sydney River bridge is scheduled to close.

Last week, the province announced that it had awarded the tender to construct the new Sydney River Bridge to a New Brunswick-based company and has also released details of a shuttle bus that will be in service during construction.

The province awarded a $12,625,080 tender for the construction of the bridge to Caldwell and Ross Ltd.

The entire cost of the demolition of the current bridge and construction of the new bridge is expected to be about $20 million, with the provincial and federal governments sharing the cost.

The new bridge will have two 3.5-metre driving lanes, two 1.5-metre shoulders and a four metre-wide active transportation lane. Construction is expected to take about 18 months.

Access to businesses on Keltic Drive will be maintained throughout the project with a free shuttle service. The province is working with Transit Cape Breton on the shuttle project.

The shuttle will begin operating when the bridge closes. The shuttle bus will run from the Coxheath Arena to Keltic Plaza and will be wheelchair and bicycle accessible. From Monday to Saturday, pickups at the arena will begin at 7:15 a.m. and will continue every 30 minutes until 6:15 p.m. Pickups at Keltic Plaza will begin at 7:30 a.m., with half-hour intervals until 6:30 p.m.
On Sundays, the service will begin from the arena at 10:15 a.m. with half-hour intervals until 5:15 p.m. From Keltic Plaza, it will begin at 10:30 a.m. and run every half-hour until 5:30 p.m.

Eventually I'm going to catch up a bit here. But for now, Open Hearth Park opened this weekend (I still think there were better names to choose from, but this was the overwhelming choice of the public vote). Here's an amateur video of the finale by Men of the Deeps with fireworks.

Ok, I think the context may be missing from this thread. The overpass at Upper Prince/Cowbay Rd/Hwy 125 was dropped from the twinning project because "it went nowhere" (except the GLR multi-use path mentioned in the minister's own letter ) and NSTIR decided to use the money for a roundabout at Grand Lake Road/Hwy 125 intersection, which they weren't sure whether they'd make a single or double-lane roundabout (really? you have to ask that question?).

Now, I like roundabouts, and I've had this conversation with many people when I was home, in and out of the industry, and the concensus is the same including from municipal and civil engineers I personally know back there, that this roundabout is a bad idea (especially if they screw it up even more by making it single lane). Not to mention that the overpass connected Upper Prince (though the NSTIR rep who visited the site concentrated on the Cow Bay Rd side). In order to get from Hwy125 to Upper Prince currently, you either have to exit at George St and go through several neighbourhoods to get to your destination, or exit at Grand Lake Rd and turn left onto a cross street (most likely without a traffic light to make the move safely), then onto Upper Prince. But hey, all that would require foresight.

All of the NB Target stores (and likely the store in Charlottetown) are opening on November 15th. Perhaps that's when the Sydney store will open too.
