Wow. Just wow. So you would pay extra taxes to spend more money on gas to build a tunnel of roads that will exceed capacity as soon as they build it. Yet nobody wants to pay taxes to get high speed rail from these same suburbs (above or under ground) to get people to the city that won't exceed capacity for decades.
Wow. That's all I can say.
