Restrictive Covenants such as these are pretty common in retail developments. If a retailer is making a long term lease commitment, they usually want exclusivity for what they are selling there. Though, this is typically only for anchor tenants in a development.
That said, there is another school of thought where you want many retailers providing the same goods in close proximity to each other, so that if a shopper is looking for a particular product they will go to that area to have multiple options and all the retailers see more traffic. Auto malls are a good example of this.
