All the parking levels seen are part of Phase 1. While the single level of columns with exposed rebar are for Phase 2 those towers are still going through the city's approval process.

I was under the inpression everything south of the skytrain was phase 2 but this site plan says otherwise.

I wonder will they do with this giant hole if phase 2 doesn't go ahead right away? Just leave a giant hole? Fill it in and then dig it out again later for phase 2? Neither seems very palatable.
