I would assume the two things that are speeding up construction are the lack of a parkade, and the availability of over a billion dollars in federal rental housing funding. I'm not aware of other delays from any 'red tape' on big construction projects once they've started. The delays we see are usually related to financial problems, or supply chain issues, or a last minute design change.
As Vancouver no longer has parking minimums for housing, the provision of parkades in future will purely be a developer's preference, rather than a requirement. Development financing is entirely a different story, especially for market housing. Maybe the falling interest rates will make a difference.
