There are plenty of poor White people in Brazil. In South, Whites are almost 85% of population, and they are the majority even amongst the poorer.

If we call Mixed people "Black", then quite a feel. For obvious reasons, as in any former colonial society, Whites will be better off.
It's not about racism, but for historical reasons. Race in Brazil is very fluid, so there is not those rigid racial barriers you see in racialist societies like the US ou South Africa.

Brazil spends tons of money on education. It's one of the highest shares in the world compared to GDP. Throw money on things won't solve the problem magically.
Social problems take long time to be solved. In fact, only with consistent strong economic growth they will go away. For that, Brazil needs to have a sane budget, cut down the bureaucracy and become a more friendlier place for businesses, and therefore creating more jobs.

But back to violence, on the end of day, improve law enforcement, police, things will be much better. Just look to São Paulo: from 40/100,000 to 10/100,000 within 15 years, without any deep transformation on society.
If Brazil reform its criminal laws (a murderer shouldn't be freed after 2 years in prison), things will be much better. People are really fed up.
