CWS Capital Partners is appealing last month's decision of the city's Planning Commission to reject its plans to build three highrise condo buildings as close as 150 feet from the shore of Lady Bird Lake. City Council will vote on the appeal before the end of the month.

To develop the properties, 222 E. Riverside Drive and 300 E. Riverside Drive, Calif.-based CWS had requested a variance to the Waterfront Overlay Ordinance that prohibits it from building within 200 feet of the lake shore .

At the time of the Planning Commission's unanimous rejection, CWS attorney Richard Suttle said the company will likely not appeal, given that four council members had already publicly expressed their opposition to the variance.

City staff said part of the impetus for the appeal by CWS was to keep discussions going about the issues surrounding the original request and to potentially seek a compromise between CWS and groups like Save Town Lake, which filed a lawsuit to contest CWS's plans.

In the Oct. 23 appeal, CWS emphasizes its original proposal to donate nearly 2 acres of waterfront parkland in exchange for a variance. CWS said it would extend the hike-and-bike trail by one-third of a mile along Riverside Drive.

The extension would "recapture the waterfront for public use," say Suttle in a letter included with the appeal. The project would recognize the "full potential of Town Lake creeks as open space connectors, form-shapers of urban development, and focal points for lively pedestrian-oriented mixed use," Suttle says.

CWS Principal Greg Miller has said that without the variances, it will follow through on plans to build two highrises and instead of creating parkland redevelop dozens of apartments that sit as close as 20 feet from the lake shore to sell them as townhomes. Those apartments pre-date the 200-foot rule.

This project has been on the books for some time. It's at the northwest corner of Barton Springs Rd. & Sterzing St. and being developed by John Wooley.

I believe they have a height limit of 60' on the property...

Desperate times ahead, I guess. I was sitting in my living room here in DC on Sunday morning watching a whole infomercial on a local station that was marketing property in Horseshoe Bay out in Marble Falls. They made it look like a tropical paradise, and were even willing to fly prospective buyers to Austin.

Yep, a company out of Irvine CA, called NRPI bought the rest of the lot inventory from Horseshoe Bay Land Developement company Last year. They raised all of the prices across the board and began this marketing strategy.

Was it hosted by Chuck Woolery? I saw one a few months ago at around 4 in the morning, and it was indeed desperate. It has to be the same one, because they were willing to fly out people as well, and attempted to make the Hill Country seem like a hilly Florida. I figured you would have mentioned ol' Chuck if he were involved, though, so perhaps this is a new informercial.

I wouldn't be surprised. It was one of those Sunday morning infomercials that kept going on and on. And they did try and give the Hill Country more of a tropical look to it. Seems like most shots had at least one palm tree in it.
What I found amusing were the accommodations they would put people in. "Luxury hotel" was the description, but it looked like a corrugated metal structure with the word, "Hotel" on the side of the building.

Has anyone heard about a project at 1300 Guadalupe St? I just found it on the Austin Development site. Seems like they are taking an existing office building and converting it into a 4 story condo structure, I believe its only 2 stories now.

Is that location that trashy 2 level parking deck? If so..... good deal... Plus it seems like it means that the old post office could be torn down sooner so Novare would actually be able to start on the second tower sooner!

I guess I can't refer to Block 52 as the "Post Office tower" any more. It was kind of a misnomer anyway, since the Post Office was going to move one west to the Ovation building. Have to stick with Block 52 until they come up with a name for it. Since it will have a hotel component, I wonder if it will be another one of their "Twelve" hotels?

The U.S. Postal Service is rerouting plans for its downtown Austin post office to a new address that could mean the new facility will open much sooner than under a previous plan.

The Postal Service is expected to publish public notices today announcing that it plans the new station at the southwest corner of East Ninth and Red River streets, Mayor Will Wynn said. The site, about one-fourth of a block, is now used for parking.


Novare Group Inc. and Andrews Urban LLC planned to incorporate a new post office in the ground floor of a condo high-rise they plan at West Sixth and Nueces streets. Last year, they bought the existing post office site for another condo tower that would follow.

Taylor Andrews, president of Andrews Urban, said the developers will still build the new post office at the Red River site. The Postal Service owns that land.

Andrews said the Postal Service decided the new site was a better location.

Wynn said the Postal Service had been considering other alternatives all along.

"In no way do I consider this bad news or a setback," Wynn said. "In fact, as we talked through this, I believe this is an even better solution for all parties involved."

As a stand-alone project, the new post office will be built sooner, and the change frees Novare to add additional ground-floor retail to its project, bringing more tax dollars for the city.

"There's no net loss, and there's a dramatic net gain of private sector tax base downtown," Wynn said.

Another plus, he said, is that the public will be able to use post office parking afterhours in an area with a lot of clubs where it's sorely needed.

The new site also is in the Capitol view corridor, meaning no high-rise development would be allowed.

Stephen Seewoester, a spokesman for the Postal Service, said the Red River location could open in about 18 months.

Seewoester said more information will be available at a public meeting Nov. 16.

Andrews said moving the post office will involve only minor changes to plans for the first condo tower.

That project, on which Novare expects to break ground in late December or early January, will now have more than 20,000 square feet of retail space below 436 condos.

The second tower that Novare plans at the current postal site is to have 550 condos, 150 hotel rooms and ground-floor retail.

The post office was widely criticized for the stark design of the current station.

But Wynn said the Postal Service plans a well-designed new project with trees shading a wide, pedestrian-oriented sidewalk and above- and below-ground parking.

nice shots, lonestarmike. the tree canopy shots from riverside are the best.

(am i the only person who thinks that the miniature parking lot in front of the whole foods headquarters was a huge mistake?) the building should directly abut the street to create a pedestrian atmosphere. those kinds of zoning oopsies should *not* be allowed in the downtown part of austin.

It was a HUGE mistake. The then president of OWANA (I can't remember her name at the moment) push for that parking lot. Whole Foods wanted a variance to build to the street. Another parking lot mistake on that corner is the strip center that houses the Waterloos .

Totally agreed... I can't tell you how many times I've almost been mowed down by a car entering/exiting the lot. Besides, its almost pointless as far as capacity.. may as well be a valet lot.
