There's Kent, Bay, and Lyon available for vehicles that have steering wheels. Those without will be tragically out of luck.

I’m not sure about the two official choices that are being discussed for the Gatineau Tram.

Official Option 1: Running on the surface of Wellington Street
The NCC’s preferred option is having the tram run along Wellington and through a pedestrian plaza that replaces Wellington between Bank and Elgin. This option creates the ‘secure’ area in front of the Parliament Buildings that the Parliamentary Protective Service wants (no cars through a large buffer), but then it puts a public vehicle moving through that zone. It is no longer an area that can be secured by, say, having people pass through metal and/or bomb detectors.

Next there is the contradiction of tracks running through a pedestrian area. These introduce not only a trip hazard, but a potential barrier for wheelchairs and other mobility devices.

And, what about service disruptions on that tram line. Someone standing on the tracks could disable the service. Yes, the run could be shortened to stop at Lyon when there is something happening in the new Parliamentary Plaza – assuming that the tram vehicles are ‘Push-me-Pull-you’ vehicles that don’t need a loop to turn around. But that makes transit service worse for the customers. And it doesn’t account for someone standing on the tracks preventing a tram from returning to Gatineau.

Lastly, there is the optics of removing all Ottawa buses and vehicles but allowing, exclusively, a public transit vehicle from Quebec to travel in front of the Parliament Buildings. Visually, it smacks of favoritism for Quebec.

Official Option 2: Running under Sparks Street
Alternatively, the City of Ottawa prefers the option to tunnel the Ottawa portion under Sparks Street. This, the City reasons, would minimize any disruption to traffic and pedestrian movements in Ottawa. Also, it removes the unsightly overhead tram power wires that will, surely, be required. (A cynic might say that Ottawa chose that option because it would be much more expensive and, thus, might kill the idea of bringing the tram over to Ottawa.)

Wild Option Not being considered
I think that the preliminary design needs to be opened up to other ideas. Since my preferred alignment wouldn’t even be considered, I suggest a compromise that might work for the STO, Quebec Government, the NCC, and the City of Ottawa. Based on the renderings put out by the NCC, as Uhuniau points out, the overhead power wires appear to be gone, presumably in favour of batteries. Maybe it would also be possible to remove the rails. Montreal used rubber-tyred Metro vehicles, so why not create the Gatineau Tram with rubber-tyred vehicles? This would greatly reduce the cost of constructing the line and allow the vehicles to use existing roadways. Without overhead wires and without tracks, the tram could be run along the surface of Sparks Street – or, better still, Queen with a loop around ‘Confusion Square’. STO gets its higher-capacity people-mover, Quebec gets a reduction in cost, The NCC gets surface running, and the City of Ottawa can pretend that they are just big STO buses that don’t require any roadway modifications or wires.

OK, OK. Some of you will point out that this sounds a lot like BRT – well, electric BRT. Yes, it basically is. These battery-electric trams would run in mostly exclusively ‘tram’ lanes, but could run in mixed traffic when required (like along Queen Street in Ottawa). If BRT works for the Gatineau Sector, why would it not work in the Aylmer Sector? The new ‘tram’ vehicles do not need to look like buses.

Ask Torontonians how that's worked out for them. Streetcar system is a disaster because the City/Province refuses to give them their own RoW.

Shouldn't delay hundreds of people on a train for dozens of people driving their cars taking up 100 times more space.

Important to note it still has majority support, 53% for, 39% against. Predictably, those who won't benefit from it are less likely to support it. People don't seem to understand that building something at one end of the city means that the chances of getting something at your end eventually increases. Doing nothing after a decade of planning for one end of the city means no one will ever get anything.

Il y a ceux qui sont farouchement en faveur et qui, comme Action Gatineau, en font la promotion de mandat en mandat. Et ceux qui, comme le fait actuellement l’Équipe Mario AubĂ© et d’autres avant elle, remettent sa pertinence en question pour des raisons d’abord financiĂšres.

Au centre de tout ça, il y a les Gatinois qui entendent parler de ce projet depuis au moins 10 ans et qui assistent à une dégradation de la fluidité dans leurs déplacements pendant que les études concernant le tramway se poursuivent.

D’un sondage d’opinion Ă  l’autre, ils se rangent majoritairement derriĂšre le projet. Le dernier coup de sonde rĂ©alisĂ© entre le 14 et le 21 octobre par Segma pour le compte du Droit et de Radio-Canada dĂ©montre toutefois que les appuis envers le projet perdent de la vigueur.

Cette fois, les rĂ©pondants affirment ĂȘtre en faveur du projet de tramway dans une proportion de 53 %. C’est moins que les 60 % enregistrĂ© au printemps 2024 et que les 62 % Ă  l’aube de l’élection municipale de 2021.

Ceux qui sont en faveur du projet demeurent toutefois plus nombreux que les 39 % qui s’y opposent. Une proportion de 8 % des rĂ©pondants demeure pour l’instant incapable de se positionner.

Le clivage concernant le tramway entre les deux candidats Ă  la mairie, Maude Marquis-Bissonnette, cheffe d’Action Gatineau, et Mario AubĂ©, chef de l’Équipe Mario AubĂ©, est par ailleurs trĂšs marquĂ©. Les partisans de M. AubĂ© sont opposĂ©s au projet dans une proportion de 58 %, alors que 69 % des partisans de Mme Marquis-Bissonnette appuient le projet.

Évidemment, plus les rĂ©pondants rĂ©sident Ă  proximitĂ© du tracĂ© envisagĂ© du futur tramway, plus ils ont tendance Ă  appuyer le projet. Ainsi, il sont 60 % Ă  Hull et Ă  Aylmer Ă  y ĂȘtre favorables. Cette proportion baisse Ă  49 % dans le secteur Gatineau et chute Ă  35 % Ă  Masson-Angers/Buckingham.

Dans le cadre de la prĂ©sente campagne Ă©lectorale, Mario AubĂ© a remis en question la pertinence du tramway, proposant au passage qu’un systĂšme rapide par autobus puisse ĂȘtre plus efficace, mĂȘme si les conclusions des Ă©tudes publiĂ©es par la SociĂ©tĂ© de transport de l’Outaouais (STO) sur cette question affirment le contraire. Il a aussi critiquĂ© le choix du tracĂ© qui devrait, selon lui, se rendre d’abord vers le futur hĂŽpital rĂ©gional sur le boulevard de la CitĂ©-des-Jeunes plutĂŽt qu’à Ottawa.

«Notre position n’est pas d’ĂȘtre contre le tramway, on respecte les Ă©tudes en cours, affirme-t-il. Quand les coĂ»ts seront connus, il faudra revenir vers la population et voir si les chiffres sont encore favorables au projet. Ce sera peut-ĂȘtre la bonne solution Ă  long terme. Le problĂšme, c’est qu’en ce moment, on fait du surplace et on met tous nos Ɠufs dans le tramway.»

La cheffe d’Action Gatineau explique ĂȘtre en faveur d’un tramway dans l’ouest parce que les Ă©tudes qui ont Ă©tĂ© rĂ©alisĂ©es jusqu’ici ont dĂ©montrĂ© qu’il s’agissait de la bonne solution. C’est aussi pour cette raison, ajoute-t-elle, que les gouvernements fĂ©dĂ©ral et provincial ont acceptĂ© de financer la derniĂšre phase d’études qui est en cours.

«Le problĂšme, c’est la congestion, affirme Maude Marquis-Bissonnette. On le voit, c’est pire depuis que les fonctionnaires sont de retour au bureau. Il y a un vrai problĂšme dans l’ouest. Moi, je suis attachĂ©e aux solutions et les Ă©tudes dĂ©montrent que le tramway est la solution Ă©vidente dans l’ouest pour allĂ©ger la congestion et Ă©viter de s’autocongestionner avec nos autobus.»

In case you missed it, the CAQ is asking the Feds to transfer $24 million promised for the Gatineau Tramway studies to the Montreal Blue Line project. If the Feds say no, the CAQ will send the moment back to the Feds so no one gets anything (except the Blue Line already has $2.55B in Federal funding).

La volontĂ© du gouvernement du QuĂ©bec transfĂ©rer une partie des fonds rĂ©servĂ©s aux Ă©tudes du projet de tramway de Gatineau pour financer le prolongement de la ligne bleue du mĂ©tro de MontrĂ©al n’inquiĂšte pas outre mesure la «guerriĂšre du tramway».

Si la nouvelle d’abord publiĂ©e dans le Journal de MontrĂ©al, vendredi dernier, a provoquĂ© un vĂ©ritable malaise Ă  la SociĂ©tĂ© de transport de l’Outaouais (STO), elle est prise avec un Ă©norme grain de sel par la mairesse de Gatineau, Maude Marquis-Bissonnette.

«C’est vraiment juste un mouvement de flux de trĂ©sorerie qui ne change absolument rien au fond des choses ni Ă  l’appui des gouvernements du QuĂ©bec et du Canada au projet de tramway», a insistĂ© Mme Marquis-Bissonnette en mĂȘlĂ©e de presse, mercredi matin.

En mars dernier, le ministĂšre des Transports et de la MobilitĂ© durable du QuĂ©bec (MTMD) a fait part au gouvernement fĂ©dĂ©ral de son intention de transfĂ©rer 25 millions de dollars de l’enveloppe fĂ©dĂ©rale de 65 millions destinĂ©s au tramway pour prolonger le mĂ©tro de MontrĂ©al.

La STO prĂ©cise que le gouvernement fĂ©dĂ©ral n’a toujours pas donnĂ© suite Ă  cette demande. Aucune somme destinĂ©e au tramway n’a jusqu’ici Ă©tĂ© transfĂ©rĂ©e vers MontrĂ©al. Par ailleurs, l’argent visĂ© doit servir Ă  la planification de l’approvisionnement du projet de tramway, une phase qui ne doit pas ĂȘtre amorcĂ©e avant 2028-2029.

Tant la STO que la mairesse Marquis-Bissonnette prĂ©cisent qu’il n’y aurait aucun impact sur le dĂ©roulement des Ă©tudes en cours si la somme demandĂ©e devait ĂȘtre transfĂ©rĂ©e. «On fait ça nous aussi Ă  la Ville dans notre planification financiĂšre de dĂ©placer des sommes d’une annĂ©e Ă  l’autre sans que ça remette en cause nos engagements envers nos projets, a ajoutĂ© la mairesse. Le projet de tramway avance bien. Il est extrĂȘmement compĂ©titif. On a octroyĂ© le contrat [pour la derniĂšre phase d’études] en deçà des sommes allouĂ©es. Tous les signaux sont au vert.»

Le prĂ©sident de la STO, Jocelyn Blondin, dont le mandat se terminera officiellement lundi prochain, s’est pour sa part montrĂ© beaucoup moins Ă  l’aise que la mairesse face Ă  ce possible transfert de fonds vers MontrĂ©al.

«Nous allons prendre le temps de clarifier la situation et de valider l’information avec QuĂ©bec, a-t-il affirmĂ© dans une dĂ©claration Ă©crite envoyĂ©e au Droit par la STO. Nous n’étions pas au courant de cette possible rĂ©allocation. Pour nous, c’est inacceptable que des sommes affectĂ©es Ă  un projet structurant de Gatineau soient redirigĂ©es ailleurs au QuĂ©bec. Et si tel Ă©tait le cas, il serait impĂ©ratif que le gouvernement du QuĂ©bec s’engage Ă  les remettre.»

À ce chapitre, la mairesse de Gatineau affirme avoir l’assurance que l’argent, s’il devait ĂȘtre transfĂ©rĂ© vers MontrĂ©al, soit de retour lorsque viendra le temps de le dĂ©penser par le tramway de Gatineau. «On ne lĂąchera pas nos reprĂ©sentations pour s’assurer que ce soit le cas», a-t-elle soulignĂ©.

2025 : l’annĂ©e de la concrĂ©tisation sur le terrain

Si l’annĂ©e 2024 a Ă©tĂ© le moment oĂč le Bureau de projet du tramway Gatineau-Ottawa a pu confirmer son financement, l’annĂ©e 2025 a Ă©tĂ© celle oĂč les Ă©tudes ont enfin dĂ©marrĂ©, avec beaucoup d’activitĂ©s sur le terrain.

DĂšs le dĂ©but de l’annĂ©e, d’importants contrats ont Ă©tĂ© accordĂ©s. Le Groupe Porteur a Ă©tĂ© mandatĂ© pour rĂ©aliser les Ă©tudes techniques et environnementales, Transfert Environnement et SociĂ©tĂ© a Ă©tĂ© engagĂ© pour l’accompagnement en participation publique et Deloitte pour les services financiers, Ă©conomiques et commerciaux.

En parallĂšle, le MinistĂšre de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs a tenu une consultation publique en ligne sur le projet en fĂ©vrier dans le cadre de la procĂ©dure d’évaluation et d’examen des impacts sur l’environnement. Les commentaires provenant de la population peuvent ĂȘtre consultĂ©s ici.

Sur cette base, les Ă©tudes ont Ă©tĂ© initiĂ©es au printemps, en commençant par dĂ©finir le portrait du territoire d’un point de vue mobilitĂ©, environnement, infrastructure, amĂ©nagement et patrimonial. Le Groupe Porteur Ă©tait donc en action sur le terrain pour rĂ©aliser les relevĂ©s nĂ©cessaires, Ă  travers des forages, des mesures de circulation et des relevĂ©s acoustiques et vibratoires qui vont permettre d’alimenter notamment l’étude d’impact sur l’environnement.

En complĂ©ment, d’autres dĂ©marches se poursuivent comme la mise Ă  jour des prĂ©visions d’achalandage, en lien avec le retour progressif des employĂ©s au bureau, qui permettra de dĂ©terminer l’offre de service du rĂ©seau de transport et le rĂ©amĂ©nagement de l’espace public dans le corridor traversĂ© par le tramway.

Les rĂ©sultats des Ă©tudes pourront commencer Ă  ĂȘtre prĂ©sentĂ©s Ă  partir de 2026 dans le cadre des consultations publiques prĂ©vues par le Bureau de projet

Il est important de souligner l’aspect collaboratif, qui est un Ă©lĂ©ment majeur pour un projet rĂ©alisĂ© dans deux provinces. Le travail de collaboration avec nos nombreux partenaires, les villes de Gatineau et d’Ottawa, la Commission de la capitale nationale et le ministĂšre des Transports et de la MobilitĂ© durable se poursuit.

Not a good news to me. We might not need it right now, but in the 20 years thats obvious. Hull and aylmer has more than 30000 units pending or even more, that add minimum 20000-40000 cars on the road. How can we maintain that flow on our roads? Our road infrastructures can't be expanded that much. Tram is the key and MUPs

Apparently the province is saying that it’s transferring the project to MobilitĂ© Infra QuĂ©bec (headed by the former head of OC Transpo, interestingly), what do we make of this?

Big news out of ⁠Gatineau today: Quebec has pulled tramway funding and ordered the end of the project office. The file is now being transferred to MobilitĂ© Infra QuĂ©bec — raising major questions about delays and cost increases.

It's all a show to make it seem like "we're not canceling it, we're just taking it over".

When nearly $200 million is already committed to the final studies that are half way complete, a reasonable Government wouldn't just blow it up, especially without consulting its partners beforehand. That's $200 million wasted + lawsuits + the decade it took to get here + another 2 to 5 years to get to a new plan.

The Province of Quebec doesn't give a crap about the Outaouais. The Cegeps and Universities have been blocked at nearly every instance when they tried to expand programming or residences. Money has been promised and taken off the table.

The A50 is still a death trap and money promised to widen it was taken away, and they never bothered to secure the existing two lane highway.

The hospital that was promised open by 2023 is currently just an abandoned Federal property (and potentially on the verge of getting canceled as well because decontaminating a former... checks notes... school... is very hard and expensive, that's after wasting years on another site that was too contaminated and required too many expropriations).

With all of that, the already severely underfunded health care system is forced to cut another $90 million, and will lose 800 posts, while the head of health in Quebec comes here saying the budget was boosted by $90 million (which she had to correct the following day). Not to mention the 33 doctors that left the region because of the stupid law Legault forced on them.

This is not the Province trying to come up with a better plan. It's the Province taking money away to give it to other regions and sending the Gatineau tramway to die.

I am immensely pissed off at the CAQ and their constant broken promises and straight up hostility towards the Outaouais.

I'm immensely disappointed. The fact that a "small" city with terrible urbanism was able to come up (somewhat under the radar) with a plan to rebuild itself around a modern, structuring transit system was literally the only source of pride I had in living in Gatineau.

Now, I am trying to calm myself and not get to angry at the CAQ for this (and countless other reasons): I lost my family doctor thanks to them, I should do every thing I can to keep my blood pressure low.
